(There appears to be only one online source which maintains a usable public video document of the Thomas Lane video. That source is Fox News, local affiliate FOX9 KMSP in Minneapolis Saint-Paul, Minnesota. The video is here. It is to the credit of FOX9 XMSP, and the people of Minneapolis Saint-Paul, to keep this document where the public can see it.)
(Given such limited access to the video, it’s not feasible to develop a perfectly accurate, objective, complete transcript, especially when the camera view is blocked or multiple people speak at once. Every effort has been made to avoid subjective language. The transcripts are substantially faithful to the content of the video.)
At the end of Part 1, former officer Thomas Lane handcuffed George Floyd. At the same time, he shouted to someone on the sidewalk, "Come back! Stay in the car!". The moment Floyd was securely cuffed and transferred to former officer Kueng's keeping, Lane strode rapidly around the rear end of Floyd's Mercedes. To resume:
Some distance away to Lane's right, near the sidewalk corner, Floyd's male passenger (MP) is visible. In Part 1 he was briefly visible, apparently unfolding his wallet to retrieve his ID. MP looks to be in his twenties, clean-shaven with wire-rimmed spectacles. He is black; his hair hangs to his collarbones in small-diameter dreadlocks. He wears matching-red sports cap and track pants, bright white shirt and shoes. He wears his pants at a repectable height. A cellphone dangles on a lanyard from his neck. With his left hand, he carries an overnight bag and a large pair of headphones. In his right hand is a black leather wallet, connected to his waist by a chain. A keyring also dangles from the chain.
Floyd's female passenger (FP) stands directly in front of Lane as Lane rounds Floyd's car. She looks thirty-ish, tall and slender. She is black, with frizzy shoulder-length hair under a black bandana or skullcap. She wears a black T-shirt and stretch-denim pants. Close up, the t-shirt is semi-transparent above the breasts, suggestiong the appearance of a strapless gown. The pants are heavily pre-stressed, with large threadbare patches over black leggings. Her shoes appear flimsy and impractical. This must be the same person who cried out to Floyd to "stop resisting", when Floyd scuffled with Lane. As Lane approaches, her posture toward Lane is foursquare, almost aggressive.
Lane: "Against the wall."
FP: "Who, me?"
Lane: "Yes."
FP: "What'd I do?"
FP's voice rises sharply on "me" and "I". She holds her hands out sideways in a shrug gesture; her right hand holds a silver smartphone; her left hand holds a black smartphone. As Lane approaches, she backs towards the wall. At the same time, MP complies with Lane. He walks back to the scene. As in the previous Part, MP's movements are unhurried, his posture casual. When FP asks, "What'd I do?", MP makes a calming gesture towards her and says something inaudible. MP stands by the wall, facing Lane. FP seems to accept this, and also stands by the wall facing Lane.
Lane: "We're figuring out what's going on Drop the bag." (unpunctuated as written, the second part to MP)
FP: "Figuring out what's going on? Somebody set us up (here) man, ain't us. I just got my phone fixed. This is my ex-man." (gesturing towards Floyd) "That's my ex."
MP: "Adam (unintelligible). We was gettin' a ride, sir. You can ask Adam (on) us. Adam knows us, Adam knows me."
When MP mentions "Adam", he gestures across the street, in the direction of Cup Foods.
Lane (over his shoulder to Kueng): "You good?"
Keung escorts Floyd towards the sidewalk corner, passing near Lane. Floyd's upper-body posture is asymmetric, both wrists near his right hip; Kueng appears to be controlling Floyd's movement by way of the handcuffs.
Kueng: "(You're going to) get in my car!"
Floyd: (pleading) "...that's it, man..."
MP (cumbersomely pocketing his wallet): "You can ask Mr. Adam. You can ask Mr. Adam about me."
Lane: "Do you have ID?"
MP (in frustration): "Oh, man..."
MP fumbles for the wallet he just pocketed.
FP (to left-hand cellphone): "(Floyd's) going to jail. I'm on 38th and (unintelligible)."
FP does not hold the cellphone to her ear when she speaks to it.
MP: "You can ask Mr. Adam about me. Mr. Adam knows me, sir."
FP (to cellphone): "38th and (Chicago)."
MP: "I just came and bought a tablet. And when I bought a tablet he didn't, he..."
Out of frame, Floyd can be heard sobbing and pleading with Kueng.
FP (in tones of wonder, with a rising note on "God"): "Oh my God, he didn't even do nothing."
MP (produces a card from his wallet): "I've got one of them (home) (unintelligible)"
MP hands the card to Lane.
Lane (to FP): "You have ID?"
FP: "No I don't. My name's (unintelligible) Hill."
Lane: "You got anything with your name on it?"
FP: "Fuck. No..."
MP: "Sir..."
Floyd is briefly visible sitting slumped on the sidewalk against the wall, near the sidewalk corner. His feet are tucked in tightly to his buttocks. Floyd's face is turned up to Kueng with an expression of terror; Kueng stands over Floyd with his back to the camera. Floyd's cowering posture makes Floyd look small; the top of Floyd's head is no higher than Kueng's inseam.
FP: "I just came over to get my phone. You see I didn't have a purse or nothin'. And my mother is on her way to get me."
Lane (referring to Floyd): "What's his deal?"
FP: "I don't know! That's my ex, I don't know."
Lane: "Why is he getting all squirrelly and not showing us his hands and just being all weird like that?"
FP: "I got no clue. Because he's been shot before."
Lane: "Well I get that, but still when officers say, get out of the car...is he drunk? Is he on something?"
FP: No. He's got a thing going on... (points her right index finger at her head with a rotary motion. "crazy")
Lane: What's that mean?
FP: I'm telling you, about the police. We have problems all the time when they come, especially when that man stick that gun like that, it's been, what..."
With her right arm, FP mimics Lane's high-elbow posture when he was covering FLoyd.
Lane: "What's his first name?"
FP: "His name's George Floyd."
Lane: "What is it?"
MP: "He's a good guy. He's...George Floyd, she said."
Lane: "Can you spell that?"
MP: "I don't know how to spell George, Sir."
Lane: "Her name?"
FP: "My name is...Oh, my name!
Lane: "Your name, yeah."
FP: "(unintelligible) (Renee) Hill."
Lane: "Can you spell it?"
FP: "S-H-A-W-A-N-D-A"
Lane: "SHA...W..."
FP: "W-A-N-D-A"
MP: "He's alright, Sir. Mr. Adam..."
FP: "Yeah, he's okay."
Lane (calling to Kueng): "Yeah, just put him in the car."
Lane: "Shawanda what?"
FP: "(Renee) R-A-N-E-E"
Lane: "What's your last name?"
FP: "H-I-L-L"
Lane: "And your date of birth?"
FP: "If you all comin to get me, 1-27-75."
FP looks to one side, then gives Lane a very forthright, almost challenging glance. Her posture relaxes when she deems Lane isn't threatening her.
FP: "Okay."
Lane: "Okay, well here's the thing. Someone passed a fake bill in there."
FP: "Oh!"
FP's eyes widen; her hands go up in front of her, palm-forward; she turns away from Lane. In the background, near the sidewalk corner, Kueng assists Floyd to a standing position.
Lane: "We come over here, he starts grabbing for the keys and all that stuff, starts getting weird, not showing us his hands, I don't know what's going on, so you're coming out of the car. So just hang tight right here, stay right here, please."
During this speech, MP makes placating, palm-down gestures with his left hand. As Lane turns to move away, MP attempts a word with Lane, gesturing as though to accost Lane. MP can be seen to be speaking, but his words are inaudible. Lane brushes past MP; joins Kueng and Floyd. Kueng's right hand grips the inside of Floyd's right elbow. Kueng's left hand appears to be on the handcuffs.
Kueng: "(unintelligible) you gotta walk with me."
Floyd: "Oh! Ow! Ow! Ouchie, man!"
Lane: "Are you on something right now?"
Floyd: "No, not, no, nothing."
Kueng "'Cause you're acting real erratic."
Floyd: "Man I'm scared, man! God, man!"
Lane: "Let's go let's go."
Kueng: (unintelligible question) ("foam around your mouth?")
Floyd: "Yes! Yes! I was just hoopin' earlier."
Lane: "Let's go."
Lane and Kueng escort Floyd into the crosswalk. Lane's patrol car is visible, parked in front of Cup Foods across the street. Another car, equipped with overhead lights and marked "PARK POLICE" is parked near the sidewalk corner. This car blocks the traffic lane adjacent to Floyd's parking spot, possibly in preparation for towing. The rear end of this car obstructs half the crosswalk. The officers and Floyd walk around the Park Police car; the license plate reads POLICE.
Floyd: "(unintelligible) let me come on down now. I'm feelin' much better now."
Lane: "Keep walking."
Floyd: "OK. Can you do me one favor, man?"
Lane: "No."
Floyd: "Please!"
Lane: "When we get to the car. Let's get to the car man. Come on."
Floyd: "God dang man, oh man, god oh me, man, please man..."
Lane (to Park Police officer): "Here you want to watch that car too, so..."
Lane (to Kueng) "Yeah just unlock the door."
Inarticulate cries of terror from Floyd. Lane opens the front driver door and presses the electric lock switch for the back door.
Kueng: "Stand up stop fallin down. Stand up. Stay on your feet and face the car door!"
Floyd: "I'm claustrophobic man! I'm claustrophobic! Please! Maaaan! Please!"
Lane opens the rear door. The interior of the rear compartment is all black, with the exception of a red seatbelt buckle and a yellow marker on the side of the seat.
Lane: "You get his (unintellible)?"
Kueng: "No."
Lane closes the door.
Floyd: "...man, I just want to talk to you man! Please let me talk to you!"
Lane: "No."
Kueng: "You ain't, we're listening and nothing understand so we're not going to listen to nothing you're saying."
Lane (to Park Police): "Can you watch that car? Just make sure no one goes in it?"
Floyd: "I'm claustrophobic!"
Kueng: "I hear you but you are going to face the door right now!"
Lane: "Listen up stop!"
Lane's right hand grips the inside of Floyd's left elbow. Kueng's left hand grips the cuffs; Kueng's right hand grips Floyd's right wrist. Using his left hand, Lane frisks Floyd. Floyd wears dull-blue track pants.
Floyd: "I'm (leaving)! I'm (leaving) I'm telling you man! I'm not resisting man! I'm not! I'm not you can ask him. They know me in there. God man! I won't do nothin like this y'all. Why is it going on like this?"
Floyd (calms himself): "Look at my face, Mr. Officer. I'm not that kind of guy! Mr. Officer, Mr. Officer, I'm not that kind of guy!"
Lane: "Stop."
Floyd: "Please! I'm not that kind of guy Mr. Officer. Please. God Please man."
Lane braces his left hand against the closed rear door of the cruiser. In reflection, Lane can be seen holding Floyd's left elbow as before.
Lane: "Face away."
Floyd: "Please man don't leave me by myself man. Please. I'm just claustrophobic (that's it)"
Lane: "Well you're still going in the car."
Floyd sobs slightly
Lane: "Anything sharp on you?
Floyd: "I won't do nothing to hurt y'all Mr. Officer!"
Lane: "Do you have anything sharp on you?!"
Floyd: "No, Sir!"
Lane: "Not even like a comb or nothing?"
Floyd: "Why? Nothing Mr. Officer I don't have nothing. Why y'all doing me like this Mr. Officer? PLease! Draggin' through it for me and stuff, Mr. Officer? I am claustrophobic for reals, Mr Officer."
Lane: "You got him?"
Lane: "Could you please bag it for me man? Please stay with me man!"
Lane: "Yes, I'll bag it! I will!
Floyd: "Thank you. God, man. I didn't know this was going to happen, man. I don't (unintelligible) none of y'all."
Floyd is facing the car. Lane's left hand grips the cuffs. Kueng stands to Floyd's right, also facing the car. With his left arm, Kueng holds Floyd's right arm in an underhook. Kueng's left hand grips Floyd's right shoulder.
Lane: "I'm listening."
Floyd: "I understand dat dat dat dat dat people do stuff, and and and and and you gotta (move em)"
Kueng: "Take a seat!"
Floyd: "I'm going in, Mr. Officer. I'm going in."
Kueng: "No you're not!"
Lane: "Grab a seat."
Floyd: "Why don't you believe me Mr. Officer?"
Kueng: "Take a seat!"
Floyd: "I'm not that kind of guy! I'm not that kind of guy man!"
Kueng: "Take a seat! Take a seat!"
Floyd: "Yo, I'ma go die in here!"
Kueng: "You need to take a seat right now."
Floyd: "And I just had Covid, man."
Lane: "I'll roll the windows down listen. Hey, listen! Listen!"
Floyd: "I don't want to go back to that. I'm not that kind of guy!"
Lane: "I'll roll the windows down if you get your legs in, I'll turn the air on!"
Kueng: "He's not even listening!"
Floyd: "Look at this, look at it look at it."
Floyd looks towards his own left upper chest/shoulder, then at the officers as though to show them something. It's not clear what Floyd expects the officers to see.
Kueng: "We can fix it but not while you're standing up."
Floyd: "OK man. God y'all do me bad, man."
Bystander 1 (out of frame, never seen, voice of older black male): "You're not going to win!"
Floyd: "Man I know, I don't want to try to win, I don't want to try to win I don't want to win! I'm claustrophobic!"
Bystander 1: "You ain't gonna win!"
Floyd: "I'm claustrophobic I got anxiety I don't wanna do nothin to them!"
Lane: "I'll roll the window down!"
Floyd: "Man I'm scared as fuck man! When I start breathing, when I start breathing, it's going to go off on me man."
Floyd sits on the edge of the back seat of the squad car. His head and feet remain outside the vehicle.
Lane: "Pull your legs in."
Floyd: "OK OK OK let me count to three. Let me count to three I'm going in. Please."
Bystander 1: "You can't win!"
Floyd: "I'm not trying to win! I'm not trying to win! I'll get on the ground, anything!"
In the background, officers Derek Chauvin and Tuo Thao round the corner by the front door of Cup Foods. Their approach is leisurely but steady. As he approaches, Chauvin dons a pair of black gloves.
Floyd: "I can't stand this shit man. Ain't no way. Ain't no way Mr. Officer. Don't do me like that man."
Lane moves around the car.
First glimpse of Chauvin: 9:22
